Mr. Charles Hernick is an Associate consultant at The Cadmus Group, Inc. He addresses high profile issues affecting natural resources by informing environmental policy changes, improving program implementation, and managing projects effectively. He conducted environmental impact assessments for development projects in Asia and Africa and evaluated methods for assessing the effectiveness of recipient country environmental assessment frameworks. Mr. Hernick has supported rulemaking and program implementation for policies mitigating the financial risks associated with environmental liabilities (i.e., polluter pays principle/financial assurance)—particularly for geologic carbon sequestration in the U.S. He also led several projects examining how source water protection, adjustments in water pricing, and investments in infrastructure—particularly water and energy efficient technologies— can improve utility finances, promote economic growth and employment, and conserve water resources.
